汪文斌：当前，世界既不太平也不安宁，地区安全热点此起彼伏，欧洲安全问题再次牵动全球目光。	Wang Wenbin: The world today is far from being peaceful and tranquil, as regional security hotspots keep flaring up and the European security issue receives worldwide attention.
单边主义、霸权主义、强权政治威胁上升，和平赤字、安全赤字、信任赤字、治理赤字有增无减，人类社会面临的安全挑战问题单似乎越来越长，越来越棘手。	With growing threats posed by unilateralism, hegemony and power politics, and increasing deficit in peace, security, trust and governance, mankind is facing more and more intractable problems and security threats.
这种状况不应再继续下去了，因为这与历史前进的方向背道而驰，同人类的安危福祉背道而驰。	This situation should not continue any more because it runs counter to the trend of history as well as the security and well-being of humanity.
在这样的时代背景下，习近平主席从全人类前途命运出发，提出了全球安全倡议。	It is in this context that President Xi Jinping proposed the Global Security Initiative with the future of all humanity in mind.
这是中方提供的又一国际公共产品，是人类命运共同体理念在安全领域的生动实践。	The Initiative is yet another global public good offered by China and a vivid illustration of the vision of a community with a shared future for mankind in the security field.

法新社记者：美国国务院对中国与所罗门群岛安全协议缺乏透明度表示关切，并称中方惯于提出含糊不清的协议，却不寻求地区磋商。	AFP: The US State Department has expressed concern about the lack of transparency of China’s security agreement with Solomon Islands. It says this follows a pattern of China offering big deals with little regional consultation.
外交部对此有何评论？	Does the foreign ministry have any comment on this?
汪文斌：美方的有关言论无端指责中所安全合作，罔顾事实、别有用心。	Wang Wenbin: The remarks by the US side wantonly criticized China-Solomon Islands security cooperation in disregard of facts and driven by ulterior motives.
中所双方已经多次介绍了中所安全合作的具体情况，何来“不透明”之说？	China and Solomon Islands have both talked extensively about our security cooperation. How can anyone allege that it lacks transparency?
我愿再次强调，中所安全合作方式是公开透明、开放包容的，不针对任何第三方，同所罗门群岛现有的双、多边安全合作机制并行不悖，相互补充。	I would like to stress again that China-Solomon Islands security cooperation is open, transparent and inclusive, and does not target any third party. It proceeds in parallel with and complements Solomon Islands’ existing bilateral and multilateral security cooperation mechanisms.
我们愿同有关国家发挥各自优势，形成国际合力，共同促进所罗门群岛和南太地区的安全稳定。	China stands ready to work with relevant countries and leverage respective strengths to form international synergy and jointly promote the security and stability of Solomon Islands and the South Pacific region.
香港电台记者：香港特区行政长官选举候选人受美国政府制裁已经一年多。美国的谷歌公司称需要履行政府的制裁法令，终止运作候选人的社交媒体竞选频道。	RTHK: Google has removed the campaign channel of Hong Kong’s chief executive candidate on its social media platform, citing sanctions imposed on him over one year ago by the US government.
发言人对此有何回应？	What’s your response to this?
汪文斌：美国有关公司以遵守制裁为借口，甘当美国政府干涉别国内政的政治工具，这是完全错误的、无理的。	Wang Wenbin: It is totally wrong and groundless for certain US companies to willingly serve as the US government’s political tools to interfere in the internal affairs of other countries citing compliance with sanctions as an excuse.
我们对此坚决反对。	China is firmly opposed to this.
这一行径再次暴露了美方为政治目的不惜破坏言论自由、资讯传播自由和网络空间公平公正秩序的虚伪“双标”以及打着各种旗号干预香港事务、干扰破坏香港第六任行政长官选举的险恶用心。	The US, out of political purpose, went so far as to undermine freedom of speech and information sharing as well as fair and just order in cyberspace, in order to interfere in Hong Kong affairs under various pretexts and disrupt the HKSAR’s sixth-term chief executive election. This reveals the US’ hypocrisy, double standard and malicious intention.
香港社会各界对外国势力公然干预香港选举的恶劣行径予以一致谴责，要求美社交平台公司尊重香港特区行政长官选举的公平公正。	Various social sectors in Hong Kong unanimously condemn the egregious acts by foreign forces to flagrantly interfere in the election in the SAR, and demand that companies running social media platforms respect the fair and just chief executive election.
我们对此完全赞同、坚决支持。	We fully agree with and firmly support them.
我们正告美西方一些别有用心的势力，立即停止插手香港事务、干涉中国内政。	We have this stern warning for some forces in the US and other Western countries who harbor ill intentions: stop meddling in Hong Kong affairs and other internal affairs of China immediately.
中方维护国家主权、安全、发展利益和香港长期繁荣稳定的决心坚定不移，任何施压破坏伎俩都影响不了香港行政长官选举的顺利进行，都阻挡不了香港由乱及治的大势。	China is firmly resolved to uphold national sovereignty, security and development interest and Hong Kong’s lasting prosperity and stability. No ploys of pressure or sabotage can affect the smooth chief executive election or hold back the overwhelming trend of a turnaround from chaos to stability in Hong Kong.

外交部可否介绍近期在疫苗运输及交付方面的具体规划？	Does the foreign ministry have any specific details that can share about planned shipments or deliveries of COVID-19 vaccines in the near future?
汪文斌：在全球抗击疫情过程中，中方一直是全球抗疫合作的“排头兵”，促进疫苗公平分配的“火车头”。	Wang Wenbin: In the fight against COVID-19, China has always been a pacesetter in global anti-epidemic cooperation and a champion for the equitable distribution of vaccines.
去年，习近平主席提出了全球疫苗合作行动倡议，核心就是加快实现疫苗在发展中国家的公平可及。	Last year, President Xi Jinping put forward the Global Vaccine Cooperation Action Initiative, the core of which is to accelerate equitable access to vaccines in developing countries.
迄今，中方已向120多个国家和国际组织供应超过21亿剂新冠疫苗，全球使用的疫苗有一半是中国制造。	China has supplied more than 2.1 billion doses to more than 120 countries so far. One in two doses of vaccine administered globally is “made in China”.
同时，中方最早支持疫苗知识产权豁免，率先同发展中国家开展联合生产，目前已形成10亿剂疫苗年产能。	China was among the first to waive the intellectual property rights of vaccines, and has taken the lead in carrying out joint production with developing countries, with an annual production capacity of one billion doses.
习近平主席在博鳌亚洲论坛2022年年会开幕式上的主旨演讲中表示，中国将继续向非洲、东盟分别援助6亿剂、1.5亿剂疫苗，为弥合“免疫鸿沟”作出积极努力。	We will follow through the pledged donation of 600 million and 150 million doses of vaccines to Africa and ASEAN countries respectively, as part of our effort to close the immunization gap.

另有专家称，该事件使阿临时政府寻求国际承认的努力遭遇挫折，也使中方与阿临时政府接触的努力遭遇挫折。	My second question is, experts say this is a setback to the Taliban government’s campaign seeking international recognition and also a setback to China’s efforts to engage with Taliban.
中方对此有何回应？	What is China’s response to this assessment?
汪文斌：阿富汗和巴基斯坦都是中国的传统友好邻邦，我们相信两国可以通过对话协商妥善解决各自关切，共同维护地区和平安定。	Wang Wenbin: Afghanistan and Pakistan are both China’s traditionally friendly neighbors. We believe the two countries can properly resolve respective concerns through dialogue and consultation and jointly safeguard regional peace and tranquility.
你引用的所谓“专家”言论完全是故意诋毁之词，毫无公正性、专业性可言。	The opinions of the so-called “experts” you cited are purely deliberate denigration devoid of impartiality or professionalism.
印度广播公司记者：报道还指出，巴基斯坦在阿富汗的袭击以及相关的报复性言论加剧了地区紧张，而此前中国外长提议将中巴合作拓展至阿富汗。中方是否对当前情况感到担忧？	Prasar Bharati: A follow-up on this. Reports also said that Pakistan’s attack on Afghanistan and the retaliatory remarks have increased the tension in the region. Is this a concern for China, especially when Chinese foreign minister has proposed to increase the cooperation between Pakistan and China, and take it to Afghanistan as well?
汪文斌：我们相信巴基斯坦和阿富汗可以通过对话协商妥善解决各自关切，共同维护地区和平稳定。	Wang Wenbin: We believe the two countries can properly resolve respective concerns through dialogue and consultation and jointly safeguard regional peace and stability.
韩国联合有线电视台记者：第一个问题，据报道，美国政府称不希望中国向俄罗斯提供任何军事支持。	YTN: My question is on the Ukraine issue. According to reports, the US government said that they don’t want China to give any military support to Russia.
中国政府对此有何评论？	I’d like to hear the Chinese government’s answer.

双方表示谈及了乌克兰形势，你可否介绍更多情况？	Those two governments said they talked about the Ukraine situation. Can you give us more details about it?
汪文斌：关于第一个问题，中方在乌克兰问题上的立场是一贯、明确的。	Wang Wenbin: To answer your first question, China’s position on the Ukraine issue is consistent and clear.
我们反对缺乏国际法依据、没有安理会授权的单边制裁和“长臂管辖”，反对不当禁止或者限制中国企业同其他国家企业开展正常经贸活动。	We oppose unilateral sanctions and long-arm jurisdiction without basis in international law and UN Security Council mandate as well as undue prohibition or restriction on normal economic and trade activities between Chinese and foreign companies.
制裁不是缓和局势、结束战争、避免更多人员伤亡的正确途径，只会激化矛盾、加剧冲突外溢，让世界付出更多代价。	Imposing sanctions is not the right way to ease the situation, end the war and avoid more casualties. It will only exacerbate confrontation, trigger more spillover effects, and exact a heavier price on the world.
没有理由让各国人民为地区冲突埋单。	There is no reason to make the people of all countries pay for a regional conflict.
当前形势下国际社会尤其需要重视干扰破坏俄乌和谈努力的消极举动，重视乌克兰危机溢出效应和单边制裁负面影响，重视冷战思维回潮和阵营对立抬头，重视中小国家被迫卷入大国地缘博弈的负面后果。	Under the current situation, it is all the more important for the international community to pay attention to negative moves undermining efforts for peace talks between Russia and Ukraine, to negative impact of the spillover effect of the Ukraine crisis and unilateral sanctions, to the resurgence of Cold War mentality and bloc confrontation, and to the negative consequences of small- and medium-sized countries being caught up in the geopolitical contest of major countries.
我们敦促美方在处理乌克兰问题和对俄关系时，不得以任何方式损害中方的正当权益。	We urge the US to avoid undermining China’s legitimate rights and interests in any form when handling the Ukraine issue and relations with Russia.
我们也将采取一切必要措施，坚决维护中国企业和个人正当合法权益。	We will take all necessary measures to resolutely uphold the legitimate and lawful rights and interests of Chinese companies and individuals.

汪文斌：十三届全国人大常委会第三十四次会议决定，批准国际劳工组织《1930年强迫劳动公约》和《1957年废除强迫劳动公约》。	Wang Wenbin: The 34th session of the Standing Committee of the 13th NPC has decided to ratify the International Labour Organization’s Forced Labour Convention, 1930 and the Abolition of Forced Labour Convention, 1957.
中国政府高度重视劳动者权益保护，对批准国际劳工公约的态度是积极、认真和负责任的。	China attaches high importance to protecting workers’ rights and interests. We adopt a positive, earnest and responsible attitude towards ratifying international labor conventions.
此前，中国已批准的国际劳工公约都得到了有效实施。	Those ratified earlier have all been effectively implemented. China consistently opposes forced labor.
中国一贯反对强迫劳动，此次自主批准上述两项公约，再次表明了中国政府的坚定立场。	By ratifying the two conventions of its own accord, China has once again made clear its resolute position.
俄新社记者：英国一法院批准将阿桑奇引渡至美国，他面临间谍罪指控，或被判长达175年监禁。	RIA Novosti: Earlier a court in the United Kingdom ordered for Julian Assange’s extradition to the United States where he’s facing a possible sentence of up to 175 years in prison on espionage charges.
中方对此有何评论？	What is China’s comment on this?
汪文斌：我注意到，有媒体质问美方，如果不惧真相且自信的话，为什么还要执意引渡阿桑奇？	Wang Wenbin: I noticed that some media questioned why the US insists on extraditing Assange if it is confident enough and doesn’t fear the revelation of truth?
阿桑奇的命运告诉人们，揭露别国的所谓“暴行”是英雄，揭露美国的丑闻就是罪犯，这就是美式“言论和新闻自由”的实质。	What happens to Assange shows that, for the US, he who exposes the so-called atrocities of other countries’ is a hero, but he who reveals the scandals of the US is a criminal. This is the true face of the US “freedom of speech and the press”.
阿桑奇被引渡到美国，比“维基解密”爆料更能让人看清美国政府的伪善面目。	The extradition of Assange to the US can lay bare the hypocritical nature of the US government even better than the WikiLeaks revelations.

中方对此有何评论？	Does China have any comment?
汪文斌：靖国神社是日本军国主义发动对外侵略战争的精神工具和象征，供奉有对那场侵略战争负有严重罪责的甲级战犯。	Wang Wenbin: The Yasukuni Shrine is a spiritual tool and symbol of the Japanese militarism’s war of aggression. It honors convicted Class-A war criminals who shoulders grave responsibilities for that war.
日方有关消极动向再次反映出其对待自身侵略历史的错误态度，中方对此坚决反对、严厉谴责，并已进行严正交涉。	The negative moves by the Japanese side once again reflect its erroneous attitude towards that history of aggression. China firmly rejects and strongly condemns them and has lodged stern representations with the Japanese side.
中方敦促日方切实信守正视并反省侵略历史的表态和承诺，彻底同军国主义切割，以实际行动取信于亚洲邻国和国际社会。	We urge Japan to earnestly honor its statement and commitment of facing up to and reflecting on its history of aggression, make a clean break with militarism, and win the trust of its Asian neighbors and the international community with concrete actions.

汪文斌：2010年联合国将中国农历二十四节气中的“谷雨”确立为中文日，以纪念中华文字始祖仓颉造字的贡献。	Wang Wenbin: In 2010, the UN designated Guyu or “Grain Rain”, the sixth of the 24 solar terms in Chinese lunar calendar as the Chinese Language Day, to pay tribute to Cangjie, the inventor of Chinese characters.
13年来，世界各国精彩纷呈的“联合国中文日”活动既充分彰显了中国文字和中华文化的独特魅力，也推动了中文的国际应用。	Over the past 13 years, various activities in celebration of the Chinese Language Day around the world have fully demonstrated the unique appeal of the Chinese language and culture and also promoted the international popularity of Chinese.

汪文斌：什么是虚假信息，应当依据客观事实来判定，而不是主观臆断。	Wang Wenbin: What is disinformation? Efforts to discern disinformation should be based on objective facts, not subjective conjecture.
美国穷兵黩武，打着人权、民主等旗号四处干涉、挑起冲突和战争，对欧洲和世界局势动荡负有不可推卸的责任，这不是虚假信息。	The bellicose US, under the cover of human rights and democracy, meddles in other countries’ affairs and starts conflicts and wars. It shoulders an unshirkable responsibility over the turmoil in Europe and elsewhere in the world. This is not disinformation.
世界上绝大多数国家主张通过对话谈判解决俄乌冲突，反对违反国际法的单边制裁和“长臂管辖”，这也不是虚假信息。	The vast majority of countries advocate resolving the Russia-Ukraine conflict through dialogue and negotiation and oppose unilateral sanctions and long-arm jurisdiction that contravene international law. This is not disinformation.
当欧洲国家为冲突付出沉重代价时，美国的军火商和油气公司却赚得盆满钵满，这同样不是虚假信息。	As European countries pay a heavy price for the conflict, American arms dealers and oil and gas companies have made a fortune. This is not disinformation.
相反，宣称中方“默许”“纵容”俄罗斯对乌克兰采取军事行动，俄方请求中方提供军事装备，这些才是不折不扣的虚假信息。	On the contrary, it is pure disinformation to allege that China has acquiesced in and connived at Russia’s military operation in Ukraine and that Russia has requested military equipment from China.
美方应当停止散布抹黑中方的虚假信息，正视和反省自身在俄乌冲突中应当承担的责任，同国际社会一道推动乌克兰危机尽早得到政治解决，不要为一己之私让欧洲和世界付出更大代价。	The US should stop spreading disinformation to smear China, face up to and reflect on its due responsibility in the Russia-Ukraine conflict, and work with the international community to facilitate an early political resolution of the Ukraine crisis, rather than let Europe and the whole world pay a dearer price for its selfish agenda.
路透社记者：你刚才提到中方致力于落实全球安全倡议，可否介绍一下未来中方将采取哪些具体措施落实这一新倡议？	Reuters: Earlier you talked about China implementing this new Global Security Initiative or GSI. I was wondering could you be a bit more specific and share some more details about how exactly going forward China will implement this new initiative?
