汪文斌：王毅国务委员兼外长刚刚结束了对蒙古国的成功访问。	Wang Wenbin: State Councilor and Foreign Minister Wang Yi just wrapped up a successful visit to Mongolia.
访问期间，王毅国务委员分别同蒙古国总统呼日勒苏赫、总理奥云额尔登和国家大呼拉尔主席赞登沙特尔会见，同蒙外长巴特策策格举行会谈。	During the visit, he met respectively with Mongolian President Ukhnaagiin Khurelsuh, Prime Minister Luvsannamsrai Oyun-Erdene, and Gombojav Zandanshatar, Chairman of the State Great Khural of Mongolia, and held talks with Foreign Minister Battsetseg Batmunkh.
双方就双边关系、务实合作以及共同关心的国际和地区问题进行战略沟通，达成广泛共识。	The two sides held strategic communication on bilateral relations, practical cooperation and international and regional issues of mutual interest and reached extensive common understandings.
双方都认为，面对当前复杂多变的国际地区形势，中蒙命运与共，前途相联。	Both agree that in the face of the complicated and fluid international and regional landscape, China and Mongolia share a closely-intertwined future.

支持棚户区改造、污水处理厂、肉制品加工厂等民生项目尽快落地，更好惠及蒙方人民。	The two sides will support the implementation of livelihood projects such as shanty-town renovation, sewage treatment plant and meat processing plant as soon as possible to better benefit the Mongolian people.

汪文斌：今年是中韩建交30周年，两国关系面临深化发展的重要机遇。	Wang Wenbin: This year marks the 30th anniversary of the diplomatic ties between China and the ROK, which provides an important opportunity for deepening and growing the bilateral relations.
这次访问是朴振外长首次访华，也是韩国新政府上台后首个访华高级别团组。	This visit will be the first visit by Foreign Minister Park and the country’s first high-level delegation to China since the new ROK government took office.

彭博社记者：台湾的吴钊夑称中方以佩洛西访台为借口开展“侵略性军事演习”，外交部对此有何评论？	Bloomberg: First of all, Taiwan’s Joseph Wu said that China has used the visit by Nancy Pelosi as an excuse to practice “war invasions”. I’d like to ask the Foreign Ministry’s comment on Joseph Wu’s remarks.
另外，中国军方今天宣布继续在台岛周边海域开展军演，请问新的军演将持续多久？	And also, I would like to ask that the Chinese military announced more drills around Taiwan again today. My questions would be how long will these extended drills last for?

汪文斌：中方针对佩洛西窜访台湾的反制措施完全是正当、合理、合法的，既是对挑衅者的警示，也是对“台独”势力的惩戒。	Wang Wenbin: The countermeasures taken by China in response to Pelosi’s provocative visit to Taiwan are justified, reasonable and lawful. They are aimed at sending a warning to the provocateurs and punishing the “Taiwan independence” forces.
世界上只有一个中国，台湾是中国不可分割的一部分，中华人民共和国政府是代表全中国的唯一合法政府。	There is only one China in the world, and Taiwan is part of China. The Government of the People’s Republic of China is the sole legal government representing the entire China.
这才是台海真正的事实和现状。	This is the real fact and status quo across the Taiwan Strait.
台湾民进党当局和“台独”顽固分子颠倒黑白、混淆视听，再次暴露了其谋“独”分裂的本质。	The DPP authorities and the obdurate “Taiwan independence” elements have tried to mislead the public by misrepresenting events and facts, which again exposes their nature of seeking separatism.
我要强调的是，实现祖国完全统一是全体中华儿女的共同意志，是无法阻挡的历史大势。	I want to stress that to achieve the full reunification of China is the shared will of all Chinese and an unstoppable historical trend.
无论民进党当局和“台独”势力打“美国牌”或是什么别的牌，都挽救不了“台独”势力失败的命运，其谎言和挑衅如同蚍蜉撼树，只会加速其自取灭亡。	Be it the “US card” or anything else that the DDP authorities and the “Taiwan independence” forces seek to play, they cannot save the “Taiwan independence” forces from failure. Their provocations and lies are futile and will only accelerate their own demise.
关于你提到的中方军事演训的相关情况，昨天我已作了阐述。	Regarding the military drills you mentioned, I responded to similar questions yesterday.
我愿再次重申，中国在自己领土的周边海域开展正常的军事演训活动，公开、透明、专业，相关部门已及时发布了公告。	I would like to reiterate that China has conducted normal military drills in waters off its own territory. Relevant authorities have issued notices in a timely manner, which are open, transparent and professional.
这符合国内法、符合国际法、符合国际惯例，既是对挑衅者的警示，也是维护国家主权和领土完整的正当之举。	This move is in line with China’s domestic law, the international law and established international practices. This is both a warning we send to the provocateurs and a legitimate step to uphold sovereignty and territorial integrity.
至于你关注的这会不会成为新常态，请你向中方主管部门了解。	As for your question on whether this will be a new normal, I’d like to refer you to the competent authorities.
印度报业托拉斯记者：我们注意到，有中国外交部官员发布了关于放松外国留学生签证限制的信息，这是否也适用于印度留学生？	PTI: We see some policy statements coming up from some of the Foreign Ministry officials about easing visa restrictions for foreign students. Can we expect some of the same to Indian students also?
汪文斌：中方近期就外国留学生返华复课作出了积极努力，包括印度留学生在内的外国留学生已经开启了返华复课进程。	Wang Wenbin: The Chinese side has been working intensively for the return of foreign students to China. The process has begun for Indian and other foreign students to return to China to resume their studies.
双方主管部门将继续保持密切沟通。	The departments responsible for this matter from both sides will continue their close communication on this.
我们相信首批印度留学生近期将会返华复课。	We are confident in seeing the return of the first group of Indian students in the near future.
中方将在此基础上进一步稳妥有序推进印度留学生返华复课工作。	Building on that, the Chinese side will further proceed with the return of other Indian students in a well thought-out and orderly manner.
总台央视记者：我们看到8日正在南非访问的美国务卿布林肯对媒体称，美方并非要让各方在美中之间做抉择，只是希望提供一个真正的选择。	CCTV: Secretary Antony Blinken, who is on a visit to South Africa, said to the press on August 8 that the US is not saying to countries that “you have to choose” between the US and China, but is hoping to “offer a choice”.
同日，美白宫发布对撒哈拉以南非洲战略事实清单称，中国将非洲视为“推进自身狭隘的商业和地缘政治利益、削弱美国与非洲民众和政府关系的重要舞台”。	On the same day, the White House released a fact sheet on the US strategy toward Sub-Saharan Africa, which says that China “sees the region as an important arena to ... advance its own narrow commercial and geopolitical interests ... and weaken US relations with African peoples and governments”.
中方对此有何回应？	Do you have a response to this?
汪文斌：美方说什么不重要，重要的是非洲人民怎么看中非合作。	Wang Wenbin: It is not important what the US says. What matters is how African people see China-Africa cooperation.
我们注意到，南非外长在与布林肯国务卿共见记者时表示，非洲国家有与不同国家建立和发展关系的自由。	We have noted that the South African Minister of International Relations and Cooperation said at a joint press availability with Secretary Blinken that African “countries are free to establish relationships with different countries”.
近期南非伊奇科威茨家庭基金会的民调显示，76%的非洲年轻人认为中国对他们的生活产生积极影响，超过美国的影响力。	A survey conducted by South Africa’s Ichikowitz Family Foundation found that 76% of the surveyed young Africans named China as a foreign power with a positive influence on their lives, outnumbering those who chose the US.
非洲民调机构“非洲晴雨表”的报告显示，66%的受访者认为中国在非洲的政治经济影响是正面的。	A report by African pollster Afrobarometer shows that China ranks first in terms of external influence in Africa, with 66 percent of surveyed Africans perceiving China’s economic and political influence in Africa as positive.

汪文斌：昨天，中国作为安理会本月轮值主席主持召开“非洲和平与安全：加强能力建设，实现持久和平”公开辩论会。	Wang Wenbin: Yesterday, China, as the rotating president of the Security Council for August, held the Open Debate on Peace and Security in Africa: Capacity-building for Sustaining Peace.
支持非洲能力建设，助力实现持久和平是中国主席任期的优先方向和关注重点。	Supporting Africa in capacity building and achieving lasting peace is a priority and a focus of China during its presidency.

《环球时报》记者：据报道，日本前国会众议院副议长、自民党议员卫藤征士郎近日称，韩国曾经是日本的殖民地，某种意义上日本对韩国是老大哥一样的存在。日韩关系并不平等，日本应处于领导地位。	Global Times: According to reports, Seishiro Eto, former Deputy Speaker of Japan’s House of Representatives and a lawmaker of the Liberal Democratic Party recently said that, “Japan once colonized South Korea. In a sense, Japan is like an older brother to Korea”, adding “I don’t think the Japan-Korea relationship is equal. Japan should take a leadership position.”
中方对此有何评论？	What is China’s comment?
汪文斌：我们对日方的相关言论感到震惊，也注意到日方言论在韩国国内引发反弹，一些韩国国会议员提出强烈抗议。	Wang Wenbin: We are shocked by the remarks. We also noted that these words have drawn objection from the ROK and some ROK lawmakers have made strong protests.
在国际关系中，国家不分大小、强弱、贫富一律平等。	In international relations, countries are all equal regardless of their size, strength and wealth.
日本某些政客对本国侵略殖民的不光彩历史不以为耻、反以为荣，时至今日依然摆出高高在上、颐指气使的傲慢态度，令人不齿。	Some Japanese politicians take pride in instead of feeling ashamed about the country’s history of aggression and colonization. They still show arrogance and condescension to this day. This is truly disgraceful.
这从一个侧面折射出日本长期以来扭曲的历史观，其背后的深层次原因和潜在的负面影响值得国际社会思考和警惕。	It also reflects the distorted view of history entrenched in Japan. And the underlying cause and potential negative impact require some reflection and vigilance of the international community.
彭博社记者：据报道，印度正酝酿限制中国的智能手机制造商对印出售价格低于12000卢比（150美元）的产品，这或将严重打击小米等中国企业，该政策被认为旨在将中国公司挤出低端市场。中方对此有何评论？	Bloomberg: There are reports that India is seeking to restrict Chinese smartphone makers from selling devices cheaper than 12,000 rupees or equivalent to US$150. This could deal a great blow to Chinese companies like Xiaomi. And the aim of the policy is thought to push Chinese companies out of the lower segment of the market. My question is, does the Foreign Ministry have any comment on the reports that India is seeking to restrict Chinese smartphone makers of selling to the cheaper end of the market?
汪文斌：我们注意到有关报道，具体情况你可以向中方主管部门了解。	Wang Wenbin: We have noted relevant reports and I would refer you to competent Chinese authorities for the specifics.
我要强调的是，中印经贸合作的本质是互利共赢。	I want to stress that the trade and economic cooperation between China and India is mutually beneficial in nature.

汪文斌：首先我想说的一点是，不管是中国疫苗的有效性，还是中国抗疫措施的有效性，都是国际社会有目共睹的，不容置疑。	Wang Wenbin: First I would like to say that the efficacy of Chinese vaccines and the effectiveness of China’s anti-COVID measures, as witnessed by the international community, is beyond doubt.
新冠肺炎疫情发生以来，中方一直是全球抗疫合作的“排头兵”，促进疫苗公平分配的“火车头”，践行各项抗疫承诺的“行动派”。	Since COVID-19 broke out, China has always been a pacesetter in global anti-epidemic cooperation, a champion for the equitable distribution of vaccines, and a doer in honoring COVID-related commitments.

2021年2月，巴西布坦坦研究所在塞拉纳小镇开展科兴疫苗大规模接种试验。	In February 2021, a large-scale trial was conducted in the Brazilian town of Serrana using vaccines manufactured by Sinovac.
接种两剂科兴疫苗后，当地有症状确诊人数相较接种试验前下降80%，入院人数下降86%，病亡人数下降95%。	After residents of the town received two doses, the data indicated a significant decrease of 80 percent in symptomatic cases, 95 percent in deaths and 86 percent in hospitalizations.

汪文斌：当前台海局势面临紧张，根源就在于民进党当局勾连外部势力不断进行谋“独”挑衅，拒不认同一个中国原则，企图改变两岸同属一个中国的现状。	Wang Wenbin: The root cause of the current tensions across the Taiwan Strait is that the DPP authorities have been colluding with foreign forces to seek independence and make provocations. They refuse to recognize the one-China principle and attempt to change the status quo that both sides of the Taiwan Strait belong to one and the same China.
我们正告台湾当局，任何逆历史潮流、“以武拒统”的图谋都必将遭到全体中国人民的反对，注定是螳臂当车，只会以失败告终。	We want to make it clear to the Taiwan authorities that any attempt to go against the trend of history or to resist reunification with military force is bound to be rejected by all Chinese people and become futile. Such attempts are doomed to fail.
关于第二个问题，在各方共同努力下，伊朗核问题全面协议恢复履约谈判日前在维也纳重启。	On your second question, with the concerted efforts of parties, the negotiations on resuming compliance with the Joint Comprehensive Plan of Action (JCPOA) nuclear deal have resumed recently in Vienna.
谈判虽未能取得突破性进展，但各方均明确表达了致力于达成协议的意愿，这对于确保伊核问题沿着对话谈判的正确轨道发展具有重要意义。	Although no breakthrough is achieved, parties have explicitly expressed their readiness to reach an agreement, which is of important significance for keeping the Iranian nuclear issue on the right track of dialogue and negotiations.
中方赞赏欧盟为推动谈判所作努力，鼓励欧盟继续开展外交斡旋。	China appreciates the EU’s effort to advance the talks and encourage it to continue diplomatic mediation efforts.
当前，各方已就全面协议恢复履约安排绝大部分内容达成共识，仅有个别问题需进一步协商解决。	At this point, parties have reached consensus on the overwhelming majority of the arrangement concerning the resumption of compliance, and only a few issues are left to be ironed out.

汪文斌：日本一些政客一段时间以来不断鼓噪同美国进行“核共享”，日本政府在向本次审议大会提交的报告中删除了以往报告提及的“无核三原则”。	Wang Wenbin: Some Japanese politicians have lately been clamoring for “nuclear sharing” with the US. In the report submitted to this review conference, the Japanese government deleted the Three Non-Nuclear Principles, which had appeared in previous reports.
针对上述情况，中方代表在会上表明了严正立场。中方明确指出，“核共享”安排违反《不扩散核武器条约》规定，任何在亚太地区复制“核共享”模式的企图必将遭到地区国家的坚决反对和必要时的严厉反制，日方应该就其核不扩散政策作出澄清。	For this reason, the Chinese representative made clear our stern position at the conference, pointing out that a “nuclear sharing” arrangement violates the provisions of the NPT. 汪文斌：什么是台海现状？	Wang Wenbin: What is the status quo across the Taiwan Strait?
答案十分清楚，那就是两岸同属一个中国，台湾是中国的一部分，中国的国家主权和领土完整从未分割。	The answer is crystal-clear, i.e., both sides of the Taiwan Strait belong to one and the same China and Taiwan is part of China’s territory. China’s sovereignty and territorial integrity have never been split.
换句话说，一个中国原则就是对台海现状的清晰界定。	In other words, the one-China principle clearly defines the status quo across the Taiwan Strait. To uphold this principle is to uphold the status quo.
违背、挑战一个中国原则就是改变台海现状。	To violate and challenge this principle is to change the status quo.
事实是，美方违背在中美三个联合公报中所作的承诺，在虚化、掏空、歪曲一个中国原则的道路上越走越远。	Here are the facts: the US has gone back on its commitments in the three Sino-US joint communiqués and going further down the path of fudging, hollowing out and distorting the one-China policy.
美方在《中美建交公报》中明确表示“与台保持非官方关系”，近年来却纵容放任作为美领导人的众议长等高官访台。	The US clearly pledged in the Sino-US Joint Communiqué on the Establishment of Diplomatic Relations that it will only maintain unofficial relations with Taiwan.
	In recent years, however, the US greenlighted and connived at visits to Taiwan by senior officials including the House Speaker, who is considered a US leader.
美方在“八·一七”公报中承诺“逐步减少对台售武、并经过一段时间导致最后解决”，实际上美国售台武器的规模和性能不断提升，迄今总额超过700亿美元，美现政府任内已达11亿多美元。	The US pledged in the August 17 Communiqué released in 1982 that “it intends gradually to reduce its sale of arms to Taiwan, leading, over a period of time, to a final resolution”. However, the US has actually kept increasing arms sales to Taiwan in both qualitative and quantitative terms, with the total volume to date exceeding 70 billion US dollars, including over 1.1 billion US dollars of arms sales conducted by the current US administration.
美方在“八·一七”公报中表示“无意执行‘两个中国’或‘一中一台’”政策，却公然助台拓展所谓“国际空间”，甚至跳到台前助台“固邦”。	The US also reiterated in the August 17 Communiqué that “it has no intention of pursuing a policy of ‘two Chinas’ or ‘one China, one Taiwan’." However, it has been assisting Taiwan in expanding its so-called “international space” and even openly helped Taiwan consolidate its so-called “diplomatic relations”.
近年来，美国虚化、掏空、歪曲一个中国原则的行径更加露骨，“一中”政策的前缀、后注越来越长，“与台湾关系法”、“对台六项保证”等美方单方面炮制而中方从一开始就不予承认和坚决反对的东西被加了进来。	In recent years, the US’s moves to fudge, hollow out and distort its one-China commitment have become even more blatant. It has inserted more preconditions and provisos into its one-China policy such as the “Taiwan Relations Act” and the “Six Assurances”, which were unilaterally concocted and have never been recognized and have been firmly opposed to by China from the very beginning.
美方还同台当局加大勾连，在台海耀武扬威，给“台独”分裂势力撑腰打气。	The US has also been colluding more with the Taiwan authorities and flexing muscles around the Taiwan Strait to bolster “Taiwan independence” separatist forces.
这一切都表明，破坏一个中国原则、改变台海现状的正是美国和“台独”分裂势力。	All these facts show that it is the US and “Taiwan independence” separatist forces that are undermining the one-China principle and changing the status quo in the Taiwan Strait.
坚持一个中国原则，是保持台海风平浪静的定海神针。	The one-China principle is what underpins peace and stability across the Taiwan Strait.
背弃一个中国原则，就是掀起台海惊涛骇浪的罪魁祸首。	Anyone who renounces the one-China principle would be responsible for causing fierce storms in the Taiwan Strait.
中国人民有不信邪、不怕鬼的骨气，有万众一心、众志成城的决心，更有坚决捍卫国家主权、民族尊严的能力。	The Chinese people have the unbending character of not yielding to bullying or coercion, the resolve to unite as one, and very importantly the ability to resolutely safeguard national sovereignty and dignity.
