今年以来，芝加哥大学已经连续发生三起学生遭枪击身亡的恶性事件，三名受害者中有两名是中国留学生。	Since the start of this year, malicious incidents including three deadly shootings against students have occurred in the University of Chicago. Two of the three victims were students from China.
一再发生这样的悲剧，与美国长期泛滥的枪支暴力现象脱不了干系。	The repeated tragedies have a lot to do with gun violence long proliferating in the US.
美国枪支暴力档案网站公布的最新数据显示，截至11月21日，今年全美枪支暴力致死数量达39892人，大概率将成为20年以来美国枪支暴力犯罪最严重的一年，其中更是包括1345名未成年人。	According to the latest data published on the Gun Violence Archive website, by November 21, up to 39,892 people died from gun violence in the US this year, making the year 2021 highly likely to record the gravest gun violence in the US for 20 years. Among the victims, as many as 1,345 are minors.

赵立坚：中方多次强调，北京冬奥会是世界各国冬奥运动员的舞台，他们才是主角。	Zhao Lijian: China has reiterated many times that the Beijing Winter Olympic and Paralympic Games is a stage for all winter sports athletes around the world. It is them that should be in the spotlight.

就在两天前，一列满载1000多吨援助物资和生活生产物资的货运专列从新疆乌西站驶出，将采取铁路加汽运方式运输至阿富汗。	Just two days ago, a special freight train loaded with more than 1,000 tonnes of humanitarian aid materials and daily necessities donated by China departed from Wuxi Railway Station, Xinjiang and will be delivered to Afghanistan by railway and road transport.
该班列是中国开行的第三列中国新疆至阿富汗货运专列，运载物资为新疆援助阿富汗的棉衣、棉鞋、毛毯、馕和奶茶粉等。	It is the third special freight train from China's Xinjiang to Afghanistan.

很多与会代表表示，民主的目标是满足广大民众需要，促进国家的发展进步。	Many panelists said that the goal of democracy should be to meet the needs of the people, and promote national development and progress.
应以结果为导向衡量民主有效性，评判国家治理成功与否的关键在于能否造福人民。	The effectiveness of democracy should be gauged by results-based standards, and the key to judging the success of state governance is whether it can benefit the people.
如果选举不能选出才干出众的领导人，如果言论自由只会导致社会分裂，如果盲目保障个人权利而导致数百万人感染病毒死亡，那么这样的选举、言论自由和个人权利又有何用？	What is the point of elections, freedom of speech and personal rights if such elections fail to select leaders with outstanding competence, the freedom of speech only leads to social division, and millions of people die of the virus as a result of indiscriminate measures to protect so-called personal rights?
很多与会代表认为，多样性是当今世界的现实，没有人可以垄断民主定义权。	Many attendees believe that diversity is a reality of the world we live in. No one shall monopolize the right to define democracy.
国际社会应该终结个别国家对民主概念的垄断，让不同形式的民主百花齐放。	The international community should put an end to certain countries' monopoly over defining democracy and allow various forms of democracy to flourish.
世界上不存在“唯我独尊”的民主模式。	There is no such thing as a supreme model of democracy in the world.
各国应有权选择符合自身国情的政治制度和发展道路。	States should be free to choose the political systems and development path suited to their respective national conditions.
与会代表还表示，少数国家仅关心某一国是否符合西方“民主标准”，却不关注国际体系是否民主，这在全球化时代不可持续。	Some representatives also noted that a handful of countries are only concerned about whether a certain country meets the Western "democratic standards", but care nothing about whether the international system is democratic or not. This is unsustainable in an era of globalization.
一些自称“民主堡垒”的国家固守冷战思维，企图以其所谓“民主标准”划线，这只能进一步加深国家间分歧，是完全不可取的。	Some states pretending to be "bastions of democracy" and hold the Cold War mentality are proposing initiatives based on their own democratic standards that will further deepen divisions between nations, which is totally undesirable.
我们多次说过，单边制裁、外部军事干涉和强加民主的行径贻害无穷。	As we said many times, unilateral sanctions, external military intervention and the imposition of democracy are harmful.
民主是各国人民的权利，不是少数国家的专利。	Democracy is the right of people of all countries, not a patent held by a few countries.
民主是全人类共同价值，不是少数国家用来干涉别国内政的工具。	Democracy is a value shared by all mankind, not a tool used by a few countries to interfere in other countries' internal affairs.
一个国家是不是民主，应该由这个国家的人民来评判。	Whether a country is democratic or not should be judged by its people.
此次研讨会表明，中方这些看法得到了越来越多国家的认同。	This webinar shows that these viewpoints of the Chinese side have been recognized by more and more countries.

赵立坚：你提到的有关报告中的这些数字，从一个侧面反映了中非合作的积极意义。	Zhao Lijian: The figures you mentioned from the report are some examples illustrating the positive significance of China-Africa cooperation.
中非合作的本质是互利共赢，并且受到了非洲国家的欢迎。	China-Africa cooperation is mutually-beneficial in nature and has been welcomed by African countries.
我给大家举几个例子：在贸易往来方面，中国已经连续12年保持非洲第一大贸易伙伴国的地位；在基础设施方面，非洲已经成为中国对外承包工程的第二大市场。	Here are some examples. In terms of trade, China has been Africa's largest trading partner for 12 years in a row. In terms of infrastructure, Africa has become China's second largest market for overseas contract projects.
中国企业应非洲国家政府要求，实施了大量基础设施和民生项目。	At the request of local governments, Chinese enterprises have conducted a large number of infrastructure and livelihood projects.
中非合作论坛成立以来，中国企业为非洲新增和升级铁路超过了1万公里，公路近10万公里，累计创造就业岗位超过450万个；在投资合作方面，中国在非直接投资存量超过434亿美元，已经成为非洲第四大投资国。	Since the founding of FOCAC, Chinese companies have built or upgraded more than 10,000 kilometers of railway and nearly 100,000 kilometers of highway, creating a total of over 4.5 million jobs. 赵立坚：中方希望国际原子能机构技术工作组认真开展工作，秉持客观、公正、科学原则，对日本福岛核污染水处置进行事前、事中、事后全过程的独立评估与监督核查，确保核污染水处置绝对安全。	Zhao Lijian: China hopes that the IAEA technical working group will undertake their tasks conscientiously and follow the objective, just and science-based principle to conduct independent assessment, monitoring and verification before, during and after the disposal of the Fukushima nuclear contaminated water to ensure absolute safety.
日方应给予国际原子能机构全面配合，包括就所有可能的核污染水处置方案选项进行充分协商，在数据准确性和处置手段有效性等方面接受监督核查。	Japan should cooperate fully with the IAEA including by conducting thorough consultation on all possible means of disposal, and accepting monitoring and verification on data accuracy and efficiency of the means of disposal.

日本福岛核污染水处置关乎全球海洋生态环境和公众健康，不是日本一家私事。	The disposal of the Fukushima nuclear contaminated water bears on global marine environment and public health. It is not Japan's private matter.
日方应正视国际社会关切，撤销向海洋排放核污染水的错误决定。	The Japanese side should seriously address international concerns and revoke its wrong decision to discharge the nuclear contaminated water into the sea.
除非同包括周边邻国在内的利益攸关方和有关国际机构充分协商并达成一致，否则日方不得擅自启动核污染水排海。	Unless it reaches consensus with stakeholders including neighboring countries and relevant international organizations through full consultation, the Japanese side mustn't wantonly start the ocean discharge.

赵立坚：立方不顾中方严正抗议和反复交涉，允许台湾当局设立“驻立陶宛台湾代表处”，是在国际上公然制造“一中一台”，开创了恶劣先例。	Zhao Lijian: Lithuania, in disregard of China's strong protest and repeated representations, allowed the Taiwan authorities to set up a "Taiwanese Representative Office in Lithuania". This act openly creates the false impression of "one China, one Taiwan" in the world, creating an egregious precedent.
立方公然违背立方在两国建交公报中的政治承诺，是背信弃义的错误行径。	Lithuania blatantly renounces the political commitment made by Lithuania in the communiqué on the establishment of diplomatic relations with the People's Republic of China, which is an erroneous act in bad faith.
鉴于中立赖以建立大使级外交关系的政治基础遭到立方破坏，中国政府为了维护自己的主权和国际关系基本准则，不得不将中立两国外交关系降为代办级。	Given the fact that the political foundation for an ambassadorial-level diplomatic relationship has been damaged by Lithuania, the Chinese government, out of the need to safeguard national sovereignty and basic norms governing international relations, has no choice but to downgrade its diplomatic relations with Lithuania to the chargé d'affaires level.
立陶宛政府必须承担由此产生的一切后果。	The Lithuanian government must bear all the ensuing consequences.
立方狡辩所谓“代表处不具有外交地位”纯属欲盖弥彰。	The quibble that the representative office does not have diplomatic status by the Lithuanian side is purely cover-up.
台湾当局妄称，在立陶宛设立“台湾代表处”是台湾所谓“重要外交突破”，是一项所谓“重要外交成果”。	The Taiwan authorities claimed that the establishment of "Taiwanese Representative Office" in Lithuania is Taiwan's so-called "major diplomatic breakthrough" and so-called "major diplomatic outcome".
这分明就是台湾当局和“台独”分裂势力不打自招，是他们搞“台独”分裂行径的有力罪证。	This is a confession of the Taiwan authorities and "Taiwan independence" separatist forces, and a solid evidence for their "Taiwan independence" separatist acts.
立方应立即纠正错误，不要低估中国人民捍卫国家主权和领土完整的坚定意志。	The Lithuanian side should immediately put right its mistake. It should not to underestimate the Chinese people's strong resolve to defend national sovereignty and territorial integrity.
我们也正告台湾方面，无论“台独”势力如何歪曲事实、颠倒黑白，都改变不了大陆和台湾同属一个中国的历史事实。	We also have this stern warning for the Taiwan authorities that no matter how "Taiwan independence" forces try to misrepresent facts and confound black and white, the historical fact that the mainland and Taiwan belong to one and the same China cannot be changed.
企图挟洋自重，搞政治操弄，最终必将是死路一条。	Attempts to seek foreign support for political manipulation will prove a dead end.
最后我要强调的是，立陶宛走到今天这一步，明显是被某些大国策动，但牺牲的是立陶宛的利益。	Finally, I want to stress that Lithuania has got to where it is today obviously at the instigation of certain major country, but what has been hurt is Lithuania's own interests.
我们呼吁世界上其他国家从自身根本利益出发，从国际公理和正义出发，不要被某些大国裹挟，不要卷入无谓的对抗。	We call on other countries to act in light of their own fundamental interests and international justice, and refrain from being a pawn in senseless confrontation.
东方卫视记者：据白宫网站19日消息，美总统批准了《美英澳海军核动力信息交换协议》备忘录并称，《协议》将为三国加强防务与安全合作作出实质贡献，深化美英澳三边安全伙伴关系。	Dragon TV: The White House released on its website information on November 19 showing that the US President has approved the memorandum on the proposed Agreement between the Government of the United States of America, the Government of Australia, and the Government of the United Kingdom of Great Britain and Northern Ireland for the Exchange of Naval Nuclear Propulsion Information. 赵立坚：中国对美英澳三国开展核潜艇合作表示严重关切。此举蓄意加剧地区紧张局势，刺激军备竞赛，威胁地区和平稳定，损害国际核不扩散努力。	Zhao Lijian: China has expressed grave concern over the nuclear submarine cooperation between the US, the UK and Australia, which deliberately escalates regional tensions, stimulates arms race, threatens regional peace and stability, and undermines international nuclear non-proliferation efforts.
许多国家已经就合作可能引发的消极后果表达了严重关切。	Many countries have expressed serious concerns over the possible negative consequences of the cooperation.
根据现行的保障监督体系，国际原子能机构无法对美、英拟向澳大利亚提供的核动力反应堆及其所需武器级核材料实施有效监管，无法保证相关核材料及核技术不被转用于发展核武器。	Under the current safeguards mechanism, the IAEA is unable to effectively monitor the nuclear power reactors and weapons-grade nuclear materials that the US and the UK are planning to provide to Australia, so as to ensure that relevant nuclear materials and technologies will not be used to develop nuclear weapons.
因此，美英澳三国此举将构成巨大核扩散风险，明显违反《不扩散核武器条约》的目的和宗旨，将严重冲击国际核不扩散体系。	Therefore, this move by the US, the UK and Australia will pose a huge risk of nuclear proliferation, clearly violate the object and purpose of the NPT and seriously impact the international nuclear non-proliferation regime.

凤凰卫视记者：据报道，欧盟委员会发言人21日称，欧方认为立陶宛允许台设立“代表处”并未违反一个中国政策。	Phoenix TV: A European Commission spokesperson said on November 21 that the EU does not regard the opening of a representative office from Taiwan in Lithuania as a breach of the EU's one China policy.
欧方在对华接触和公开声明中均表示，该问题是中立的双方事务。但欧方自今年夏天开始，一直支持立陶宛方面应对中方持续的“胁迫”措施。	"We have made clear in contacts with China and in public statements that this is predominantly a bilateral matter between China and Lithuania, but also since the summer, the EU has stood by Lithuania in the face of sustained coercive measures from China", added the spokesperson.

赵立坚：立陶宛涉台问题的是非曲直是清楚的。	Zhao Lijian: The merits of the Taiwan-related issue concerning Lithuania are plain and clear.
立陶宛无视中国政府的严正立场，罔顾双边关系大局，罔顾国际关系基本准则，执意允许以台湾名义在立陶宛设立“代表处”。	Lithuania, in disregard of the Chinese government's solemn position, the broader interests of bilateral ties and the basic norms governing international relations, has allowed the establishment in Lithuania of the "Representative Office" bearing the name of Taiwan.
立方此举是公然在国际上制造“一中一台”，违背立方在两国建交公报中所作政治承诺，是背信弃义之举，在国际上制造了恶劣先例。	This act openly creates the false impression of "one China, one Taiwan" in the world and renounces the political commitment made by Lithuania in the communiqué on the establishment of diplomatic relations with the People's Republic of China. This act in bad faith has created an egregious precedent internationally.
